Universities Scotland has submitted its response to the Scottish Government’s pre-legislative consultation on a Higher Education Governance Bill.
Our response notes that Scotland’s university sector is committed to continual improvement of institutional governance, to ensure that it is effective, inclusive, transparent and accountable. It explains the current framework and recent modernisation through the development and implementation of a new Scottish code of good higher education governance. We would welcome constructive and detailed discussions of legislative change where historic legislation is an obstacle to this commitment.
However, our response also express concerns that a number of the proposals in the consultation paper would be damaging to effective, inclusive, transparent and accountable governance. It details the reasons why these proposals would be contrary to accepted standards of good governance and damaging to the effectiveness of higher education governance and to the effectiveness of the sector as a whole.
